Yes, in most cases. Dormant for Companies House purposes generally means the company has had no significant accounting transactions during the period, but that does not remove the confirmation statement requirement. The two are separate obligations: dormancy can affect what you file as accounts, while the confirmation statement is about confirming the register. It is also worth noting that being dormant for Companies House and being dormant for HMRC are not necessarily the same thing.
A confirmation statement confirms that the information Companies House holds about your company is correct — it contains no profit, loss or tax figures.
