Yes. Being dormant or not trading does not normally remove the requirement to file a confirmation statement. A dormant company still has a place on the Companies House register with director, shareholder and registered office details that need to be confirmed. Some very limited companies qualify for an exemption in specific circumstances, so if you are unsure whether it applies to you, it is worth checking your company's position rather than assuming a dormant company does not need to file.
They are two entirely separate filings with different purposes. A confirmation statement is an administrative filing to Companies House that confirms your company's registered details are correct — form CS01.
