If your company is registered at Companies House, it is sensible to check the requirement rather than assume it does not apply. Companies in Whitehall and elsewhere in the UK follow the same principle — the obligation attaches to the company, not to where it operates or how busy it is.
UK companies generally need to file a confirmation statement at least once every 12 months, even if the company is dormant or not trading. That 12-month review period normally runs from the date of your last confirmation statement, or from incorporation for a new company.
