Yes, in most cases. Being dormant for accounting purposes or choosing not to trade does not normally remove the requirement to file a confirmation statement. A dormant company still has a place on the public register, still has directors and shareholders, and still needs to confirm that those details are correct. It is a common misunderstanding that dormancy means no Companies House filings at all, but the confirmation statement and the accounts are separate obligations, and dormancy affects them in different ways.
A confirmation statement confirms who and what is on the Companies House register — the company's officers, shareholders and registered details. Annual accounts are the financial statements that report the company's financial position and performance for an accounting period. They are prepared under accounting rules, filed with Companies House, and used for tax purposes as well. Filing a confirmation statement does not satisfy your accounts obligation, and filing accounts does not satisfy your confirmation statement obligation. They are two distinct filings with distinct deadlines.
