Yes, in most cases. Dormancy mainly affects what you report for accounts and Corporation Tax purposes; it does not normally remove the need to file a confirmation statement. A dormant company still exists on the register, so the information Companies House holds about it still needs to be confirmed at least once every 12 months. If your company's situation is unusual, it is sensible to check whether any exception applies to you before assuming no filing is needed.
A confirmation statement confirms that your company's register information at Companies House is correct and it involves no financial reporting. Annual (statutory) accounts are the financial statements for your company's accounting period, and they are filed at Companies House under a different deadline.
