Yes, in most cases. Being dormant or not trading does not normally remove the obligation to file a confirmation statement. A dormant company with no significant accounting transactions still has statutory details on the register that need confirming, and Companies House still expects the statement to be delivered for the relevant review period. It is a good idea to check your company's specific position, but dormancy on its own is not usually a reason to skip the filing.
They are three separate filings with three separate purposes. A confirmation statement confirms that the statutory information Companies House holds about your company is accurate.
