Being dormant or not trading does not normally remove the need to file a confirmation statement, because the confirmation statement is about the accuracy of the register rather than about trading activity. A dormant company may still have directors, shareholders and a registered office that need confirming, and it may also have separate obligations such as dormant accounts. They are two completely different filings. A confirmation statement confirms that the information Companies House holds about your company is accurate and up to date. Annual accounts, sometimes called statutory accounts, report the company's financial position and performance for an accounting period.
