Overdue accounts matter because the filing obligation remains in place until the accounts are prepared and submitted, and because Companies House can charge a late-filing penalty where delivery happens after the deadline. Leaving accounts outstanding can also make it harder to see the company's true financial position or to deal with other compliance matters.

Yes. Dormancy and late filing are separate issues. A dormant company may still have annual accounts filing obligations with Companies House, and if the applicable deadline passed without those accounts being delivered, they are overdue. Dormant status does not by itself remove the requirement to file, and it does not exempt a company from late-filing penalties where the accounts are delivered after the deadline.
