Yes, in most cases. Not trading does not by itself remove the obligation to deliver annual accounts to Companies House. A dormant company can still have outstanding filing requirements, and dormancy is a separate matter from whether accounts are overdue. The accounts that apply — whether dormant, micro-entity or another form of statutory accounts — depend on the company's circumstances and eligibility.

Companies House can impose a late-filing penalty when accounts are delivered after the applicable deadline. The penalty depends on how late the accounts are and the company's filing history, and the requirement to file the outstanding accounts is separate from any penalty that may apply. Paying a penalty does not remove the obligation to file the accounts themselves.
