They are simplified accounts filed with Companies House instead of the full annual accounts a trading company would need to produce. Filing dormant accounts is not a way to ignore your obligations. You still need to satisfy the dormancy conditions and deliver the required accounts to Companies House by the applicable deadline.

Generally yes. Being dormant does not exempt a company from all filing obligations. A dormant company will normally still need to file its annual accounts with Companies House unless a specific exemption applies. The exact requirements depend on the company's circumstances, so it is best to review your position rather than assume no accounts are needed.

Some dormant companies may also qualify as micro-entities and can use the simplified micro-entity reporting framework. However, dormancy and micro-entity status are separate conditions.
