They are not simply ‘no accounts’ – a dormant company generally still has to file the required accounts unless a specific exemption applies.

Yes, in most circumstances a dormant company is still required to file annual accounts with Companies House. Dormancy does not remove the filing obligation. There are some exemptions, but they depend on the company’s particular situation. Some dormant companies may also qualify as micro-entities under the Companies Act, in which case they may be able to use the micro-entity accounting framework.
