Once that date has passed without delivery, the accounts are outstanding, whatever the reason for the delay.

In most cases, yes. An overdue filing does not remove the underlying obligation, so the outstanding statutory accounts normally still need to be prepared and delivered to Companies House where the company is required to file them. Where documents need the director's review and authorisation, that step still applies before anything is submitted.
