Yes, in most cases a dormant company is still required to file annual accounts with Companies House by the statutory deadline unless a specific exemption applies. Dormancy reduces the level of activity, but it does not remove the company's obligation to deliver accounts where required. Failing to file can lead to late-filing consequences, so it is wise to confirm the exact requirements for your company.
Some dormant companies may qualify for the micro-entity reporting framework and can use micro-entity accounts.
